Responding to concerns that massage parlors in the city are engaging in prostitution, Medford City Councilor Breanna Lungo-Kohn asked the Health Department for the number of licenses granted to massage parlors within the city.
Lungo-Kohen said at the council’s Dec. 6 meeting that Board of Health Director Karen Rose responded to her request by revealing that 14 establishments were licensed in Medford.
Lungo-Kohne asked Police Chief Leo A. Sacco, who attended the meeting to answer questions about state aid disbursements, what the department was doing to address the issue of illegal activity occurring at Medford massage parlors.
“I’ve received numerous e-mails from residents about these establishments and from Councilor Lungo-Kohen, who has been moving this issue,” Sacco said. “Our offices are actively pursuing it. Just like any investigation, it does take time to build a case and get a search warrant.”

… “If they come and tell us officer X, Y and Z were involved in this way or fashion, we’ll certainly investigate it,” Conlon said.
Nessralla, meanwhile, said if anything involving the spa reaches his desk, he would recuse himself, as with any matter in which he has a private interest.
Nessralla said he serves as a liaison when issues arise at the plaza, namely concerning physical upkeep, parking lot repair and building maintenance.
That said, he said he never responded to any problems at the spa, nor was he ever required to go inside.
Mussari ran a spa in Easton that was also investigated for prostitution in 2003. Months later, she faced a charge of operating a massage parlor with unlicensed personnel, but it was dismissed in Taunton District Court.

Boston Massage Parlors: Brockton senator to probe licensing of spa owner

Brockton senator to probe licensing of spa owner
A top Beacon Hill lawmaker wants to know how a busted spa owner got state licenses — despite a prior prostitution bust at another business she owned — as an ongoing police probe looks into whether there was any cop corruption tied to the alleged brothels busted south of Boston last week.
State Sen. Thomas Kennedy (D-Brockton), who chairs the Legislature’s Consumer Protection and Professional Licensure Committee, said he wants answers on how Terry Mussari of Stoughton got a license to run massage parlors. Mussari, who was arrested last week on charges she ran sex-for-cash spas in Brockton, Canton and Norwood, surrendered her chiropractor’s license in 2003 after an employee at her former Easton office was charged with prostitution. Mussari, 45, was not criminally charged in that case.

Boston Massage Parlors: Accused Stoughton madam hires Reddington as lawyer

Thursday, November 3rd, 2011

… I know Terry is a married woman with a child, and she’s a good businesswoman,” Reddington said. “She’s worked hard over the years to build up her spa business.”
Mussari is due back in court on Jan. 9.
Williams Sims of Brockton, who represented Mussari at her arraignment on Oct. 24, said he will still be involved in her case.
Sims, who previously called the charges against Mussari “exaggerated,” said in a phone interview last week that he is not convinced there was sexual activity at her spas, but if there was, “it was probably on an isolated basis, and Terry has no knowledge of it.”
He also called Mussari a staunch opponent of drug use.
“She doesn’t even take aspirin, I believe,” Sims said.
Reddington represented Mussari in 2003 after an Easton spa she owned was investigated for prostitution. Months later, she faced a charge of operating a massage parlor with unlicensed personnel, but it was dismissed.
