DANVERS — Two women working at the Newbury Body Work were arrested Friday night and charged with offering more than a massage, after police were tipped about possible goings-on at the Route 1 parlor, police Sgt. Robert Bettencourt said.
Xiaoping Wan, 48, of Charlestown, and Quinfei Chan, 48, of Malden were arrested at the shop, located in a plaza on Route 1 not far from the Topsfield line. Both were charged with offering sex for a fee and deriving support from prostitution, Bettencourt said.
After getting tips that workers were offering sex for a fee, police conducted surveillance, and then an undercover officer entered the establishment and made the two arrests.
“This has not been resolved,” manager Bruce Liu said yesterday. “We are waiting for our lawyer.”
Liu had no further comment other than to say, “We have a lawyer now.”
Massage parlors are no longer licensed by the town, but by the state Division of Professional Licensure, according to health inspector Mark Carleo.

Medford may tackle massage parlor prostitution

Responding to concerns that massage parlors in the city are engaging in prostitution, Medford City Councilor Breanna Lungo-Kohn asked the Health Department for the number of licenses granted to massage parlors within the city.
Lungo-Kohen said at the council’s Dec. 6 meeting that Board of Health Director Karen Rose responded to her request by revealing that 14 establishments were licensed in Medford.
Lungo-Kohne asked Police Chief Leo A. Sacco, who attended the meeting to answer questions about state aid disbursements, what the department was doing to address the issue of illegal activity occurring at Medford massage parlors.
“I’ve received numerous e-mails from residents about these establishments and from Councilor Lungo-Kohen, who has been moving this issue,” Sacco said. “Our offices are actively pursuing it. Just like any investigation, it does take time to build a case and get a search warrant.”

Franklin County district attorney drops prostitution charges to speed up deportation
FRANKLIN COUNTY — Charges were dropped Tuesday against a woman accused of practicing prostitution at a Guilford Township massage parlor so she can be deported.
Mi Kyung Lee, 38, was arrested Oct. 26 at Friendly Evergreen Spa, 1404 Lincoln Way East. She was charged with prostitution and conspiracy to commit prostitution, both third-degree misdemeanor offenses, and placed in Franklin County Jail.
The charges were dropped Tuesday when Lee appeared for her preliminary hearing in Franklin County Central Court.
Franklin County District Attorney Matt Fogal wrote in an e-mail that “they were dropped so she could be transported immediately to York and (U.S. Immigration and Customs Enforcement) could initiate deportation proceedings.”
Lee was allegedly seen pulling up her underwear when undercover police arrived at the spa shortly after noon. Investigators spoke to a man who said he had paid $100 to have intercourse with Lee, according to a police affidavit.

Brockton senator to probe licensing of spa owner
A top Beacon Hill lawmaker wants to know how a busted spa owner got state licenses — despite a prior prostitution bust at another business she owned — as an ongoing police probe looks into whether there was any cop corruption tied to the alleged brothels busted south of Boston last week.
State Sen. Thomas Kennedy (D-Brockton), who chairs the Legislature’s Consumer Protection and Professional Licensure Committee, said he wants answers on how Terry Mussari of Stoughton got a license to run massage parlors. Mussari, who was arrested last week on charges she ran sex-for-cash spas in Brockton, Canton and Norwood, surrendered her chiropractor’s license in 2003 after an employee at her former Easton office was charged with prostitution. Mussari, 45, was not criminally charged in that case.
