Like the House, the Senate’s proposed budget seeks a crackdown on alleged misuse of Electronic Benefit Transfer cards by welfare recipients, but takes a different approach.
The Senate would appropriate $750,000 for a new public benefit fraud unit in the state police. The unit would probe suspected cases in which welfare or food stamp benefits were being misused.
The Senate budget bill would also add tattoo parlors, strip clubs and gambling to the list of banned EBT purchases, but it does not include many of the other restrictions that were included in a House budget amendment, including cosmetics.

State Senate leaders are calling for a crackdown on misuse of Electronic Welfare Benefit cards in Massachusetts, but are taking a different approach than the House.
A proposed state budget unveiled Wednesday by the Senate Ways and Means Committee would spend $750,000 to create a new state police unit responsible for investigating benefits fraud in Massachusetts. It would also for the first time impose criminal penalties on people who sell or transfer their food stamp benefits.
The budget would ban welfare recipients from using EBT cards for tattoo parlors, strip clubs, gambling or to post bail. The House budget includes a much lengthier list of banned EBT purchases, including cosmetics, jewelry, travel services, health clubs and firearms.
It’s currently illegal to purchase alcohol, tobacco or lottery tickets with EBT cards.

BOSTON (CBS) – Melanie’s Law dramatically increased the penalties on repeat drunk drivers, but the I-Team has discovered there’s a loophole that could undermine the law. If the loophole isn’t closed, thousands of chronic drunk drivers could be getting back behind the wheel.
Westborough Police found Lancaster Town Administrator Orlando Pacheco passed out on the hood of his car one night in August after he drove drunk from a strip club in Worcester.
“From the picture that we saw of the condition that he was in he should not have been driving at all,” said Westborough Police Chief Alan Gordon.
Pacheco was hit with his first charge of operating under the influence, but like many first-timers, he was able to cut a deal.

Chelsea strip joint that’s no stranger to violence was the scene of another bloody attack early today after a Somerville man — kicked out of the club just moments before — was stabbed twice in the neck just steps from the front doorway, police said.
Chelsea Police Chief Brian Kyes said detectives are on the hunt for a “short, stocky” black male in his 20s who slashed a 33-year-old Somerville man “at least” twice during a fight outside King Arthur’s Lounge.
The victim, rushed to Massachusetts General Hospital, was in critical condition following emergency surgery, but is considered stable and is expected to survive, Kyes said.
“It doesn’t appear to be random,” Kyes said, adding that police were expected to talk with the victim in the hospital today to determine what prompted the fight.

PROVIDENCE, R.I. (AP) — The former boss of the New England Mafia has been sentenced to 5½ years in prison for his role in the shakedown of Providence strip clubs. Eighty-four-year-old Luigi “Baby Shacks” Manocchio (muh-NOCK’-ee-oh) pleaded guilty in February to one count of racketeering conspiracy for his role in the strip club plot that prosecutors say netted $800,000 to $1.5 million in ill-gotten gains.

PROVIDENCE – Luigi “Louie’’ Manocchio, the 84-year-old former boss of the Mafia in New England, was sentenced Friday in federal court to 5½ years in prison for extorting protection payments from strip clubs. His defense attorney warned that he might well die in prison, but US District Judge William Smith said, “I think you’re going to make it through this sentence and come out the other end.’’

— Vincent “Vinny Gorgeous” Basciano, former acting boss of the Bonanno crime family, owned a beauty salon in the Bronx called “Hello Gorgeous” and was known for being obsessed with his personal appearance; serving life on racketeering and murder charges.
—Anthony “Tony Bagels” Cavezza, an accused Gambino family mobster known for his affection for New York bagels. He was indicted in Jan. 2011 as part of a sweep in New York, New Jersey and Rhode Island and awaits trial on charges including running an illegal gambling business scheduled later this month; has pleaded not guilty.

The former head of the mob in New England was sentenced Friday to 5 ½ years in prison, for overseeing a long-standing scheme to shake down Providence strip clubs.
Luigi Baby Shacks Manocchio, 84, was sentenced by U.S. District Judge William Smith to 66 months in federal prison after pleading guilty to a single count of racketeering conspiracy. The government had sought a 70-month term, his attorney, Joseph Balliro, Sr. asked the judge to consider Manocchios advanced age, and a lesser, 63-month prison term.
I certainly dont want my family or my friends to believe I personally threatened anyone, Manocchio told the court, reading from a printed statement.
Assistant U.S. Attorney William Ferland acknowledged that Manocchio never explicitly threatened anyone. That doesnt matter, it is beside the point.
